Espesyal na episode sa Ika-2 CIIE: TNK at pananaw ni Kalihim Ramon Lopez ng DTI sa Ika-2 CIIE

Mula Nobyembre 5 hanggang 10, 2019, idinaos sa Shanghai, Tsina ang Ika-2 CIIE.

Sa 6-araw na ekspo, nagtanghal ang 181 bansa, rehiyon, at organisasyong pandaigdig, kasama ang mahigit 3,800 kompanya.

Mahigit 500 libong propesyonal na mamimili mula sa loob at labas ng Tsina ang bumisita rito.

Nalagdaan din ang mga kasunduan at kontrata ng intensyon na nagkakahalaga ng mahigit $US71 bilyong dolyares, na mas malaki ng 23% kaysa unang CIIE.

Pinalad po ang inyong lingkod na makasama sa pagko-kober ng Ika-2 CIIE sa lunsod ng Shanghai, at doon ay eksklusibo nating nakapanayam ang kalihim ng Department of Trade and Industry (DTI) na si Ramon M. Lopez.

Sa ating panayam kay Kalihim Ramon M. Lopez ng DTI, sinabi niyang ang Tsina ay ang isa sa mga pinakamabilis umunlad na malaking ekonomiya sa mundo. Masuwerte rin aniya, dahil ang Tsina ay siya ring nangunguna pagdating sa mga diskusyon tungkol sa globalisasyon.

"Ang Tsina ay may positibong paraan pagdating sa pagbubukas ng merkado, globalisasyon, at dahil ito'y may malaking trade surplus sa mundo, gumagawa ito ng mga pagsisikap upang mabigyan ng pagkakataon ang ibang mga bansa na makapagluwas sa kanila," hayag ni Lopez. Sec. Lopez: So, si China is one of the fastest, if not the fastest-growing big economies in the world. Well, fortunately, [China] is leading the way when it comes to discussions about globalization. It has adopted a very, I guess positive approach when it comes to opening up the market, globalization, and since they have huge trade surplus with the world, parang they are making an effort to also to allow the outside world to export to them. That is why they are holding itong mga China International Import Expo (CIIE). This is the second year, they started with this program last year, with the intention of really attracting more imports from other countries, and somehow help balance the trade with other countries. They have mentioned that they were poor before, and that they were seeking assistance, but now, they have recovered and have a fast-growing economy, so they want to give back. They want to help other economies to grow, and one way is to allow [these countries] to sell more to China. The other thing is that, [China] knows that [it has] huge trade surplus with other countries, and it also believes that in the long term, this is not a healthy trade relationship. There is only one making money; having trade surplus, and the other countries suffering deficits. So, [China] views that as not sustainable and it is not healthy. That is the reason why, China is also encouraging the [importation] from other countries. In fact, they specifically mention during our bilateral meetings that they will buy more products from Philippines. The [Chinese] government is telling their companies, and their people to buy more from Philippines. We have a [trade] deficit with [China] and [China] knows it. I mean, because, [the Philippines'] economy naman is growing so fast, and if [the Philippines'] economy cannot buy locally, ubos na iyong capacity, anong mangyayari doon? [The Philippines] has to buy from outside. And China is a natural source of many imported products, because of their efficiency, their [affordable] cost. You all know the situation, [and] the story. So, talagang lumakas iyong imports natin [from] around the world, especially [from] China. In the meantime, iyong exports natin, nag-go-grow din, in fact, it is growing [by] 9 to 10 percent since the time of President Duterte. But, our imports are growing faster. Pero, ang importante doon is that, everything that we can produce and supply for China, ay ina-absorb ni China. Iyon ang maganda roon. Dati, parang ang hirap ng mga accreditation, you cannot get accreditation; you cannot sell to China that easy.

Rhio: Masasabi ba natin ngayon na iyong CIIE at saka iyong programa ng China ngayon na opening up ay kapaki-pakinabang sa Pilipinas?

Sec Lopez: Oh, yes! Definitely! It's a one way promotion eh. In other words, they are not talking about exporting to the Philippines. In this international import expo, kaya malinaw eh, import expo, one way lang. Ang gusto nila ay mag-import from Philippines. So talagang, iyon ang benefit for Philippines. Now, it's up to us to have the domestic production capacity to be able to supply their requirements. Because, we all know China has a big population, 1.4 billion. So, kahit anong i-order nila, i-demand nila ay always in big quantity. So, tayo iyong nauubusan ng capacity. But, that's a healthy problem, but still a problem that we have to solve. And that means, kasabay ng pag-order nila, we encourage them [to] invest in the Philippines and [provide] that capacity. So, kasama sa trade promotion to China is also investment promotion. That is why we encourage Chinese companies to establish operations in the Philippines: we are talking about iron and steel na ipo-produce sa atin, metals, chemicals, auto parts, [and] energy infrastructure. Then, for the first time we are having iron and steel na gagawin na sa atin para tayo na rin iyong … may import substitution effect. Imbes na importahin, it will be produced in the country. It will reduce our importation, but at the same time, there might be product categories there that we can even export to anywhere, maybe to China or to other countries. So, iyon ang magandang magagawa kung pati si China will invest in the Philippines, because they know that we also need the production capacity. So, it's good. All good!

Trabaho, Negosyo, Kabuhayan (TNK)

Kasabay ng pagdaraos ng Ika-2 CIIE, ginanap din sa Shanghai, Tsina ang Ika-2 Trabaho, Negosyo, Kabuhayan (TNK). Ang TNK ay isang inisyatiba ng Department of Trade and Industry (DTI).

Ito'y isang kasangkapan upang isulong ang kaisipan ng pagnenegosyo sa mga Pilipino.

Sa pamamagitan ng TNK, maituturo sa mga Pilipino kung paano magtayo ng sariling negosyo o micro, small and medium enterprises (MSME), na makakabuti sa pagsusulong kanilang pamumuhay, at susuporta sa pagkakaroon ng trabaho ng maraming Pilipino.

Sa Pilipinas, ang mga MSME ang bumubuo sa 99.57% ng lahat ng negosyo. Kaya, mas maliit pa sa 1% ang malalaking negosyo sa bansa.

Samantala, sa atin namang panayam, kay Mario C. Tani, Commercial Vice Consul ng Philippine Trade and Investment Center (PTIC) – Shanghai, na ilan sa mga Pilipinong natulungan ay talagang interesado na magtayo ng negosyo.

Kailangan lang aniya nila ng kaunting tulak sa tamang direksyon, sa pamamagitan ng tamang pagsasanay, at wastong motibasyon. Ani Tani, ito ang nais nilang gawin sa Shanghai, at buong Tsina.
